So how can your COG help? Maybe the more important question is whom you can help. GASB 45 is being implemented in three phases, according to the size of the governments. Phase 1 governments have more than $100 million in annual revenue—they're probably your largest members. Many of them already have the infrastructure they need to deal with GASB 45. They may even have plans in place.

Phase 2 governments, those with revenues from $10 to $99 million, are a different story. They need your help. For the most part, they have never faced something like GASB 45. They probably do not have the experience, infrastructure and contacts they need, and they cannot individually qualify for institutional investment pricing and services. Without you, they will have to pay a lot more for the necessary services than they should. That will hurt their investment returns and take money out of their pockets.
